This is acceptable. In the first few months of Manuel I tried to note a lizard with a human name, it was overturned on the grounds that if a player can justify their character's name with their background and RP then it's acceptable.

So if you have a story for why they have that name and you're willing to talk to people about if if they bring it up you're pretty much golden. Anything extra you do with it beyond that is gravy.

Would a character named Manuel Gay meet the standards of the MRP naming policy? I play on Manuel almost exclusively because the other servers are HippieStation and it would concern me if Terry players were able to join and choose such a name.

It shouldn't even meet LRP naming policy standards. It is excessively OOC as it references an out of game concept. Technically I don't think there is even an MRP specific naming policy, just the universal one.
