I feel like a lot of manga, anime, and Japanese games suffer from this--they establish this huge world and all the laws and rules and quirks and mysteries and rarely do anything with it (see: damn near everything Suda51 has made. But ultimately it suffers from a lack of cohesion. The story never seems to capitalize on all the crazy shit going on and a lot of the flash lacks substance behind it.
It's still one of my favorites based on the power of the art alone and the way it creates vast open spaces. One of the reasons people like Attack on Titan is the sense of size and "roomy-ness" of it, Blame puts it to shame.

I'm starting to see what you meant by this, but I still think it's refreshing to have a relatively emotionless protagonist who isn't a massive edgelord or something like that.
