Make the revenant not be able to kill borgs with no possible way for the borg to stop it, flee, or do pretty much anything except sit there and die as their emp cooldown coincidences with any movement a borg can make.

The borg was just following the ai's orders, so you can't blame the borg.
And let's say for example a traitor killed 5 people then was killed after, the ai breaks no laws preventing his cloning like in this case even if you law 2 him, at least from a law standpoint as he will probably harm again.
