This may be what he's talking about.
He has about ten posts, his forum account is ~1 month old and he's asking for policy changes that would drastically change things.

Yes I know. Just because someone doesn't post on the forums alot, does not mean they are "new". This just means that everyone is bad at judging people because that guy has a fair amount of connections to our server and his ckey is two years old.

Well, one could try to set up a complicated whitelist based on age and login-times of the applicant's ckey. But that would be fascism.
