Adjust ruin spawn

So we have 84 space ruins, the current config has a very high budget count that spawns most of them every round. Don't have the numbers but it spawns about 60-70 of them I think. It means there's plenty of content every round for space explorers, but it's a bit overkill. The Z levels start looking very crowded as old abandoned smoothie shops, destroyed medbays, and inert garbage trucks are squeezed next to each other and their proximity starts looking pretty silly. We also lose out on space explorers running into each other, very rare because of the sheer amount of places they could be exploring, and there's some minor gameplay issues from how reliable some of this space loot is. Not so much that the loot is powerful, more that the loot is pretty much always *there*.

Default config spawns about 12-16 ruins out of the 84. I think this is a little low, about 30-35 is where I'd prefer it. Between a half and a third of avaliable ruins spawning.

I popped on both Manuel and Terry and spawned in a GPS. About 30-ish space ruins each. Some z-levels spawned 7-8 ruins. At one area I increased my camera view range to 34 and I had 6 ruins in view at one time on one z-level.

One word. Wow. I'm not even sure if it stopped spawning ruins because it ran out of budget, or ran out of empty space on usable z-levels.

Decreased config value for from 64 to 30. That should be more managable in terms of space ruin budget.
