Disable/emable all antags in prefs

We already have 3 buttons for disabling different types of antags but man I just want one button

honestly a "no antag this round" on the lobby screen would be so good. saves me having to toggle everything if I just wanna vibe in a job

I don't think there is any opposition to a "no antag" lobby screen button, it's purely a "wyci" thing
