I think perma has come a long way since the prisoner role has been added, but I think it could really use some love. A lot of new maps feel very barren in perma, some don't even give you the right cooking machinery for the ingredients you get, or lack the proper tools to grow plants. As someone that enjoys playing prisoner, I think there could be a lot more done to give the role more thematic content that isn't just cooking or growing plants. Also I wish there was actually an incentive to bring the prisoners to the escape shuttle. So many times I was just marooned because Security couldn't be asked to get me. I think there should be things that allow the prisoner to contribute to the station more, ala mining in the gulag or making license plates. These activities could also give a reason for the crew to check in on the prisoners, and help the prisoners feel less isolated. Here are a couple general ideas.
Exercise bikes that generate power (this is a thing real prisons do!)
A one-way portal to put food and produce through for the crew
A prison shop where the crew can buy things the prisoners make
A way for prisoners to order things from a list of approved items like real life prison commissary
A holodeck with a few basic programs
Bitrunning with a couple simple and repeatable domains
A workshop where prisoners construct mundane things like chairs and tables for bounties
Experiments that require prisoners or live subjects that prisoners can volunteer for
Being able to take care of a pet like a cat or maybe some fish
Give clown access to perma to improve prisoner morale

I feel like a lot of this post definitely hits the nail on the head for what I'd like to see in a perma situation, especially as somebody who plays a lot of permabrig prisoner.
A lot of the time, when I'm doing prisoner as a role, it will boil down to one of these two concepts:
• I want to focus entirely on some in-character interactions and don't want to take up an otherwise 'valuable' slot, but don't necessarily want to roll Assistant for whatever reason at the time
• I want to play SS13 but may be, for one reason or another, potentially distracted and not really up for playing a full fledged role and taking up a job slot. I'm interested in potentially interacting with and/or assisting the crew, but if I'm cooking dinner or cleaning the house or otherwise doing a task where I might just have to randomly get up and walk away a bunch, I won't be making the round WORSE for someone.
I am interested in helping the crew as a prisoner, but a lot of that has to compete with the fact that the things that prisoners produce are often not very useful to the crew, or require security (probably THE busiest job in the game) to ferry back and forth, making it not worthwhile to do. The Gulag sees a lot of this problem -- ores are ostensibly useful to the crew, but the mechanism involved in actually sending them to the crew to be used requires an officer to interact with the specially coded ore stacker in the gulag shuttle and manually take the refined ore and put it into the silo via either the ORM or a tech fab. As a result, it doesn't really happen.
I really like the idea of being able to work support for the kitchen or other jobs that have a lot of tedium, freeing them up to focus more on complicated things. If there was a way to actually make a bunch of base materials for the kitchen and easily transport it for use to service, I would absolutely do that.
I'm also pretty interested in the idea of actually being able to produce munitions or other security related things, like rounds for ballistic weaponry and the like.
I get that if you're thrown into perma in the course of a round, you're going to want to escape because there's a good chance you might be an antagonist. But if you start in there, there's definitely a good chance that you want to STAY there, and having meaningful and impactful things to do would go a long way. It doesn't need to be a full on mini-station, just give us guys in the orange jumpsuits some grunt work that actually MEANS anything.
I played prisoner a few times and the biggest thing that engaged me was the ability to do ghetto projects.
Ghetto chemistry, or grabbing random stuff from around perma and building something from it.
Some things made it impossible without asking a warden. The big thing is its impossible to make a ghetto Chem distillery without asking for a welding tool... Which a warden never gives. It's possible to make a screwdriver with ghetto stuff however it's impossible to make a ghetto welding tool which can be used for crafting. Or other things that can be used to craft objects.
I want to be able to set some crazy ghetto chemistry setup, and have a warden come in with a confused look.

Could be accomplished with something similar to the janitor's keyring. HoS has to activate it and can robust their ass if they try anything sketch.
a couple years ago i was mapping a station for fun with a friend and was workshopping an idea that the permabrig could be genpop and would take up most of the middle area of the sec department. this way permabrig + non-perma prisoners can hang out so its less of an afk sim + there's more officers going by to interact with. i find that officers are often pretty happy to give permabrig prisoners something to do but theyre always so out of the way that they forget they exist. i think this would solve most of the issues with brig however that would take a lot of mapping work
really the only two major hitches i can think of is 1. genpopping someone is a huge pain and needs to be made easier and 2. perma near the front would probably make it really easy to break into but existing brigs already have that issue

the best permabrig IMO has to go to icebox. believe it or not it has things to do unlike other ones I’ve seen.
one thing I would like to see is a good clean fun vendor added to every perma so you can play uno and shit. and an idea for perma that doesn’t exist right now is a way to order and recieve goodies from cargo from inside perma.
