This mostly comes from thieves, the main problem here is that thieves consume threat and a round start / mid round roll but don't hugely contribute to the round, in fact many thief objectives barely stretch beyond commonish tiding practises, add individual content and maybe content for a seccie or two, but don't really add to the bigger story line.
That said, I like the idea of thieves, I like the idea of adding "individual" minor objectives that flavour out rounds from time to time for individual players, but don't like the "opportunity cost" they currently incur.
As such, how about splitting this out into two systems, the original standard main threat roll/pool, removing things like thieves from this pool and moving them to a secondary system, either a threat roll or just period trigger like the event system. This secondary minor-antag generator could then be fleshed out to include other ideas for "weaker" minor antags without further diluting the main threat of the round which is what will occupy the majority of the player base.
Other minor antags could include things like saboteur - "sabotage machine XXX in location YYY", and hopefully people could come up with more types of activities that add an illegal flavour objective for an individual player, without the licence to murder/disrupt the overall round, while at the same time keeping the system that injects major threat from being diluted by these ideas.
On the whole though I like the individual mini quests idea provided it doesn't detract from the bigger picture (i.e. you should also be able to acquire a major antag roll if a minor antag)

I just saw this idea thru a topic complaining about thieves eating a good chunk of threats.
And true to what you are saying, if we had more low level antags that would be even worse (or better for MRP).
Other positive thing is that we could have greenshift with only low level antags to spice things up without putting murderboners, lets be real, most of the time the shuttle is called at 40mn max in green shift because heads are bored. At least on Terry.
