Add RPD Function

Add a fourth layer option: All.
This would lay the selected pipe in all 3 layers at once.

Clicking around pipes you've already lain is pretty miserable. This would speed up the construction of cooling loops and such.

Just a little QOL addition.

I suspect this would be easy to add, but I've never coded in Byond so please correct me.

If you do that, there should be also the option to select only two layers, since you can lay out only two layers at the same time like 1 and 2, 2 and 3 or 1 and 3

Most of times I only have to work with 2 layers at the same time, so it should be a selectable function

Yeah so maybe make it so you can select multiple layers at a time? Without the addition of a button?
