What the title says. Make shutters constructable. It could go something like:

Construct:
>Make frame from Plasteel
>Secure frame with wrench
>Insert shutter electronics (new board, click in hand to set who can deconstruct)
>Screw board in
>Wire it
>Insert signaller
>Screw to finish

Deconstruct:
>Swipe ID to unlock
>Unscrew
>Crowbar
