Due to it's chaotic and entirely RP nature nations has never been, and likely never will be, an official game mode on any codebase that I know of. The only way they'll happen is if an admin decides to run one as an event, so if you want one to happen you'll have to bother the admins online for it.

Apparently Paradise Station has a Nations mode that is basically a round of capture the flag.
