So there's not a lot of variety in low-population game modes and it's especially noticeable on Basil. My idea is, at it's very core, take a single OP and set them loose on the station.
Their goal wouldn't be to nuke the station, as even a single OP on a low-pop round would either be too overpowered, or too under-powered and Changeling already suffers from that too much. Their goal is, essentially, to cause havoc (They are given objectives to destroy key facilities and objects to accomplish this) and to, in essence, cripple the station to the point that it would be difficult-to-impossible to repair on the crew's own. And to make sure they stay destroyed of course.
I'll try to make an example of some objectives they may need to accomplish:-
Objective #1: Destroy the R&D server
Objective #2: Destroy the Experimental AI, [Insert player name here]
Objective #3: Render telecomms inoperable
Objective #4: Destroy the station's power systems
Objective #5: Escape!
They would get access to traitor and Operative equipment but don't get nearly enough TCs for anything outrageous like a mech. I am also considering of there being a possible one or two traitors who would be told to assist the Operative at all costs. But for balancing I do not think they should be given an uplink, or if they are, a much smaller amount of TCs.

I was always the fan of having a kidnap objective.
So you have the one (or group of) guy, who is tasked with capturing the captain/other head/whoever alive, and taking them back to syndie HQ for torture/brainwashing/whatever the syndie does.
But we need a sack/black bag, where you click on a person with it and it goes on their head (over their mask and helmet, sort of like how a beartrap attaches to people), blinding and (maybe) muting them.
The catch would be you can resist it off instantly/very fast, unless you're restrained by cuffs or whatever.
Essentially I just want to bag and tag motherfuckers as some tacticool syndie operative, or shitcurity officer.
