Detailed summary:

during this round, i joined as captain and went about doing my normal captain business - while walking down the hall, without any prior engagement or reasoning, a security officer decided to wallshove me out of nowhere. i got up, and threw him against the wall to get him away from me, and then did it one more time for good measure - and he began trying to pepper spray me before i could finish asking him what had possessed him to assault the ship captain out of nowhere while we were already wary about a revolution occurring. i responded to the pepper spraying by batonning him, and then finally cuffing him - informing him that he was being demoted.

as i was doing so in the HoP office, he called for help, and the HoS asked why his officer was being demoted. i responded with the fact that the officer had assaulted me at complete random, and i did not want an officer whose only defense was "it was a joke" on the security team any longer. the HoS law 2'd the AI into the HoP's office and uncuffed the officer, telling him that i was not demoting him. i reaffirmed that as captain, i was within rights to demote somebody who had assaulted me, and requested the HoS again to accept my reasoning. he refused, and told the officer to begin re-equipping himself, and so i informed the HoS that he was being demoted as well for disobeying a direct order - and informed him that I would be removing his ID. he responded by stun-batonning me, bucklecuffing me to a chair, and giving his officer all of his equipment back. i confirmed with the HoS that his actions had locked in his demotion, and went to the brig to speak to the officers and himself and ask him to relinquish his ID - to which he refused again. when i attempted to baton him and remove it that way, i was mobbed by the rest of the security team who had taken his side and made his demotion entirely impossible - including said security team starting to openly call over the radio to kill me, and that they were mutiny'ing.

knowing if i'd attempted to pursue this demotion, i would have been mobbed and killed by the security team, i adminhelped that i felt the HoS's means of resisting his valid demotion (batonning me, bucklecuffing me, taking all of the gear that i'd confiscated from the demoted officer, and then rallying security to his side to defend him) was beyond the line we would allow for a valid arrest, per core rule 5.

5. Players in vital job roles require a minimum amount of effort.
As a Head of Staff, you should be a reliable worker for your department, and are expected to perform the minimum duties of that role to the best of your ability. As an upside, being THE BOSS allows you to dictate the workflow of your department as you like, so long as you are reasonable - and have the ability to demote staff who do not comply, with similar protections that security is afforded for valid arrests. Notify admins if you must leave near round start for Command or AI roles.

i liken it to an officer arresting an assistant who had made friends with several other assistants, who prevent their friends arrest - it would not be valid for those friends to mob the officer to prevent the arrest, and i didn't consider it valid for a fully staffed and armed security team to be stopping one person from a rightful - and openly explained over sec radio - demotion.

additionally, MRP has a rule that overlaps with this that supported the mindset that i shouldn't have to go up against an entire bloodthirsty security force in order to demote somebody for what had been a NRP assault of the ships captain. thase RPR being listed below.

3. Chain of command and security are important.
If you're in the Chain of Command or in Security, you're expected to put in the effort and do your job as a departmental leader.

If you're not in the Chain of Command, your department head is your boss and they can fire you. Security officers can arrest you for stealing or breaking into places. Demotions and short brig sentences for actions that would get you fired or arrested in real life are roleplay opportunities.

i cited both rules above to astrogem in my reasoning, and during the length of this 50 minute ticket, felt a little ran around in circles before i was left hanging and stopped receiving responses entirely.

there has been growing concern of NRP actions going without any consequence on manuel recently, leading to some pronounced players deciding to depart due to that - i felt that demoting this officer was a fully reasonable action that would have resulted from randomly assaulting somebody in your workplaces highest chain of command, and should not have been met with having the entire security force mobilized against me.

i feel like a dick opening up a complaint like this, but recent talks in bus have indicated that something like this would be an open way to discuss and get clarifications on things that we feel are not being handled appropriately as administrators, and would invite investigation into it that would either tell me that this interpretation of our rules is incorrect in a public way for others to see, or to reinforce that way that we would like these rules is how i felt they should have been above. thanks for reading, and i'd like to explicitly say to astrogem that while i am not a fan of how you have been handling some of your tickets, i still think you're a cool dude and like all the cute cat pictures you post in tg gen.

Without looking into the logs or ticket yet and taking your story at face value, it does invoke both Server Rule 5 and RP Rule 3.

Shoving the Captain puts your ass up for demotion. As a Seccie they are your boss's boss, and the boss of the whole damn station.

At a minimum the one true Captain on our RP servers should expect to never be tided or griefed by security and should expect full administrative protections in the event a sec member fucks around and is forced to find out via arrest or demotion.

Valid demotions are fully protected on LRP and they have no fewer protections on MRP.

Mutiny against the Captain by Security is, 90% of the time, going to involve at least one party having broken the rules on MRP.

The main times it won't is when the Captain is incompetent but not to a rule breaking extreme. That'll either be the experienced Captain intentionally RPing into suboptimal playstyles to better the story or a new Captain that is genuinely just in over their head during a crisis.

In all other times we'll expect the Chain of Command to be respected and followed when it comes to the Captain.

Cap finally batons him successfully, drags him to the bridge, cuffs him. Some token emergent roleplay happens as our team moves from the Bridge to the HoP office, then the seccie calls for the HoS.

The cap removes the seccie's sec gear and confirms he's demoting the seccie to the HoS. The HoS tells the cap that the cap can't demote someone from his department without consulting him first. The cap explains that the officer assaulted him in the halls as a joke. The HoS arrives at the HoP office, words are exchanged and the HoS uses the AI to force his way into the HoP office. The cap continues the demotion, removing accesses from the seccie's ID card. More words get exchanged, as the cap explains he had grounds to demote the officer and also has grounds to demote the HoS if the HoS tries to resist it. They continue to disagree and the cap tells the HoS he's taking his ID to demote him. The HoS batons and cuffs the captain.

During this the sec officer is starting to realise what a storm in a teacup they've created and moves to lots of apologising profusely. At the end they move to agreeing to the demotion, clearly realising the shitstorm that's about to go down.

3.2 Security are expected by default to follow the orders of their superiors, especially when determining the punishment of those you apprehend. When determining severe punishments such as permanent incarceration or execution, make an effort to contact a superior if the situation permits it.
3.3 You are allowed to disobey a superior's order with appropriate in-character roleplay reasoning. Complete disregard for the chain of command as a member of security is not tolerated.

I'm not going to get too caught up in the weeds on petty micro-definitions of "department head" or "chain of command" "your department" at this stage. As far as I'm concerned, the captain's lane is the entire station and that makes them the indirect boss of all staff and the direct boss of all Heads of Staff. On MRP, security in particular are more bound to the Chain of Command than others due to Rule 3.2. And ultimately RPR3 is clear: Demotions and short brig sentences for actions that would get you fired or arrested in real life are roleplay opportunities.

All I can say here is that I ended up having to send a centcom official for mediation while Astrogem was being pressed on both sides and Captain wanted an ERT to seize the HoS.

I'm sorry for taking so long to actually respond to this, but hindsight is 20/20 I suppose.
I hadn't realized it then but the sec officer did fight back, at least with the pepper spray, against the captain after throwing him away. By then yeah it's completely fair for the captain to demote the officer since they assaulted and continued in a way with the pepper spraying. I'll say it now but I was just very tired when doing this ticket as I thought I could handle it, but I had completely missed an important piece of evidence like that so I'd totally say a lot of blame for the prolongation of this is my fault. The HoS likely wanted to keep the officer because of the aforementioned revolution scare and stuff. I can't blame them too badly for that, but the rules are the rules so captain's orders are correct. At least by the near end he wanted to keep it more civil instead of just sec ganging up entirely on captain. I did more properly re-note the offending officer, I did want remark them earlier to remember to do so later.
