make time on campbell move in real time

there exists a config option in game_options.txt called SHIFT_TIME_REALTIME
it makes it so that the ingame clock matches with the clock where the server is hosted

campbell rounds are very long, and having time pass the same way it does in real life would be more immersive (people don't sleep for weeks, they sleep for a few hours)

This sounds cool but we should also hook microchips into everybody and when they die in Campbell they die in real life but only temporarily for insurance reasons

This is a cool idea, and if anyone with proper keyholder access would like to change it, all three headmins have pretty much greenlit it. We do not have the config access on our level, it'd need to be MSO/Scriptis when they finish up who does it, however— Campbell is dead right now, so it's kind of a moot point.
