actually maintains policy discussion as headmin much in the way that i intended for headmins to do!!!

pro tip: you only need a majority to make a headmin ruling, which means only one other headmin has to agree with you. as soon as you get 1 approval you can go ahead and make a decision without having to wait on the third guy. helps speed things up and also helps if one of your triumvirate goes AWOL
