Atmos Clarification of Rule 2 precedent

This Precedent states that
Atmos techs are not allowed to edit atmos at roundstart so that the AI cannot use it for malicious purposes. While this might not make sense IC, it's a necessary OOC precedent for some game mechanics to work. Atmos techs are allowed if they have any reasonable suspicion of the AI being rogue.
There was a help discussion on discord about Northstar's turbine burn pumps are confusing that one flip off a pump will flood the station in plasma, as seen here.

Now I know the idea of ruling is that Malf or subverted AI, with no borgs, should have the option to burn down the station if given the command or had the thought of that action. This is what that necessary OOC precedent mention for.

Looking at the Delta station, Tramstation, and Metastation atmospheric setups, every plasmaflood from the solo AI (no borgs) goes thru the unfiltered air chamber.

Now the problem is the metastrategy of atmo techs using that unfiltered air chamber for BZ formation since the open air reactions in a lagless Atmos subsystem makes upwards of 12 to 19 moles of BZ per cycle with two thermomachines. This process can take two to five minutes of setup. BZ is the most important gas for their job. Ultimately, this strategy breaks the rule of this precedent, but keep in mind that atmos subsystem tends to slowdown to crawl at 20 minute mark.

So three options to this topic.
is this one of a map issue?
can this second be the precedent be worded in a different way?
Thirdly, should we crack down on folks that break the flow of potential nuke option by an AI?

I've always understood the spirit of this ruling to be to prevent players from preemptively prevent/counter antags before their existence is known. While it may look like the precedent would be broken by this action, it has enough IC reasoning for it to be allowed imo, as it's not aiming towards handicapping Malf AIs, so I don't think this precedent should be changed to accommodate that.
Also, the precedent says "Atmos techs are not allowed to edit atmos at roundstart so that the AI cannot use it for malicious purposes", so, if you have enough reason to believe they aren't doing it with the intent to counter Malf AIs, then it doesn't even really apply here to begin with.

I do recall an issue with this precedent being brought up where it doesn't really talk about preemptively handicapping other antags besides Malf AIs, even though I've seen it be used in that way (which makes sense lul).

I suggest rewording it to something along the lines of: "Preemptively acting against a specific antagonist type without or before being aware of their presence is considered metagaming. For example, Atmos techs are not allowed to edit atmos at roundstart so that the AI cannot use it for malicious purposes; however, they are allowed to if there is any reasonable suspicion of the AI being rogue."
