Improve the mech area power relay.

The mech power relay is... crap lets be honest, just cram a yellow core in there and use the equipment slot for another gun or an armour module or something.

I think this should be improved somewhat, it should be better for recharging that a yellow core, yellow cores are borderline free, doesn't need to be near or leech from and APC to work and don't take up an equipment slot. I think the power relay should be MUCH better at charging a battery than a yellow core, but I do think that it should be unable to charge a yellow core, you either spend the slot and get faster charging or use the core and get slower charging.

Makes sense, yeah! Also, maybe it could have another function too- acting as an inducer, if that's not already a mech part? Maybe a ranged one too. Could even use it to recharge other mechs or something.
