What *is* Secs' Job
Every other department on the station has a nice clear job to do except for sec.
Engineering: Makes sure things run
Medical: Makes sure people work
Service: Makes sure people run
Sci: Make things
Supply: Get things
Command: Make sure that their departments do their jobs, die in a remote corner
Security: Solve IC disputes? Combat traitors? Combat ops?
So what exactly is official policy for what secs' main job is?

Keep the station kind of going.
To prevent the small fight between two people turning into murder. To prevent the antag from killing literally everyone without resistance. To toss away disruptive crewmembers. To help people with disputes and basically be a tool of brute force to be used by the heads when needed.
Theoretically that should happen. More commonly they are people with guns and the objective: "Deny all greentext"

Their job is to maintain order yes. Just the amount of order that needs to be maintained varies wildly. Antagonists are the treats between regular criminals you need to treat with kid gloves, well obvious traitors expect the same treatment but most types of dedicated antagonists get killed in some manner.

If the CE askes for aid in demoting someone, then sec may help. Or if the head is terrible, then the captain may want secs help to deal with them.

In simplest terms they're our go-to antag hunters.
In a perfect world they'd be the frontline against your xeno's/cultists/nuke ops while the rest of the crew supported them by equipping them with super genetic powaz, shinier guns, etc.
If SS13 was an XCOM base, security would be your operatives and everyone else is prettymuch exactly what they say on the label, just with different in-game purposes.
In practice though, they run around catching common criminals and stumbling across antags. Which summons the rest of the crew who've been hording up whatever weapons they could produce for themselves to appear and cause a huge clusterfuck. Geneticist hulk punching a changeling while a scientist fires laser beams all over the place.
So sec is like our hall monitors and our initial line of defense against bum-rushing threats, but after 15-20 minutes into the round when powers have been discovered and new weapons can be produced or ordered in crates their status as our go-to antag hunters wanes a bit and they become more like some kind of twisted mall security guards of the future.

In my experience, according to Anon's post, it tends to be only a handful of people with those "special" toys unless the Geneticist is going nuts again.
One of Security's greatest advantages is that they inherently cooperate with one another, this sets them leagues ahead of any other department and most antags. Even if Security was reduced to stun prods, cable cuffs and a sloppily painted red shirt they would still be far more effective than the RD running around with a Durand or the CMO with his special cocktail in most cases.

This always depends on who's at the head. A good HoS either leading from the bridge or the front while the warden (and maybe a secborg) coordinate from cameras goes a long way to making sec the well-oiled fighting force its often called to be.

That'd be a lot more useful, or like the other guy said, at least directional arrows to keep switching around. As it is you have to keep going down this long list of cameras, and by the time you scroll down to find the one you need, odds are the suspect's already gone. It's pretty much useless for finding anyone or tracking people to give security adequate, up to date information on where a suspect is. Like most lists in the game you can use a letter key to jump to cameras names starting with that letter. Needing to run from your computer like it is haunted to stop using it quickly is annoying though.

Pretty much this. I'll look the other way on victimless crimes most of the time. If someone is breaking the law and also being a dick to people I'll arrest them and try to explain why they are being arrested and why their behavior was worthy of being arrested. Sometimes if you just stop someone and ask for whatever they've stolen back in return for not arresting them you can resolve everything right there.
That's if you can get them to stop and actually talk for a second without them turning and sprinting away from you as soon as they see the red jumpsuit.
If they steal it again, well, that's a paddlin'.
