Preventing Plasma Flow

With the addition of RPDs it is much easier to make ways to prevent plasma flow into distribution. I've seen people create a waste filter loop now... HoweverIn the past this it was illegal to "anticipate that the AI would want to flood the station with plasma, and act accordingly." Does the addition of RPD tools change this.

What is tgstation's policy now on preventing plasma floods BEFORE they happen.

How does the RPD affect this, just make sure the plasma can still get to the air distro without manual action needed and you're golden
