Toby Fox literally said he just tried to make a game that would appeal to him and - he hoped - to fans of Mother, which is a community he's been a part of for years. he even made an Earthbound romhack that incorporates many of the ideas you also see in undertale. he wasn't expecting the game to take off like this at all.

I've gotten most of the fight down pat, it's when she does the fucking "asterisk spears" at like 1/3rd HP that I drop the ball
