Blobs, nukies, revs, and malf ais can end the round without the shuttle departing, and thus without the autovote being called.
This is why the map preference exists. It automatically votes for your chosen map in your game preferences if there isn't enough time to have a full vote.

Good luck, IIRC a big part of removing the cooling requirement was because of TPS impact.
The difference with that PR was that the machines actively created heat, which would cause constant atmos updates. Making it slow down based on cooling would cause much less atmos updates, it just needs to ...
