Swarmers

Okay, I admit it - I've redtexted, I'm fucking salty, whatever. This is an issue that I want to adress.
Swarmers. The little mechanical creatures, whose purpose is to consume the station and replicate themselves. Consume. Replicate. Not validhunt. Not deny greentext. Their weapons are supposed to be a weapon of self defense - yet often I see swarmers denying crew (and antags especially) the ride on the shuttle and going for a ride to Centcom, despite their laws commanding them to consume the station. My latest round with hijack the shuttle objective ended in my loss, because literally all of my victims got back into round as swarmers and were salty as fuck about me killing them. I didn't interfere with their work, I didn't kill any of them, but they decided to continuously attack me and make sure I won't be able to reach the shuttle in time. Even from a logical perspective it doesn't make sense - with humans away, it should be easier to eat the station.
So, with that in mind, do swarmers even need to follow their laws? Or do they get a free reign to do whatever they want?
tl; dr - I've redtexted, pls fix.
