Give egun to CMO, RD, CE. All heads (and only heads) would now have eguns, so they could be fluffed as an officers sidearm or something.
Pros: Guns are more spread out, so lowpop+stolen empty armory isn't quite as disastrous. Heads of staff could defend their departments etc in low pop.
Cons: Would be easier to get a gun initially and snowball by killing the CMO. Security (more like the warden/HoS who always take all the guns) have less firepower.

Come on. It's clearly a FAMAS. Maybe Uzi, but it still has forward grip for two hand use. It's clearly not pistol sized. Ion rifle has largest sprite and you use it with one hand as well so lets not split hairs.

Disablers aren't that much more dangerous than lasers. Often it is better to kill/crit than to hog tie when the shot amounts are that similar to reach either state.

I don't know. My point is that if you want all Heads to have a gun, it should be something more appropriate and unique (and maybe not as powerful) as Egun.

Here's an idea - disabler pistols. They only shoot disablers (and less than a hybrid taser), but they're small items so you can fit them in your pocket.

This guy's basically got it. Give the heads a sort of self recharging disabler. For most cases, I don't think the heads really need to be running around with lethal weapons. A disabler that automatically recharges itself over time though, would definitely come in handy without being too over the top while also complimenting the telescopic baton as a stun weapon designed more for quickly booting people out of your department.

Isn't the HoP basically the second in the chain of command if the captain dies? If so, it makes sense that he gets an egun.

It shouldnt auto recharge then it be OP heads have access to their department sec checkpoint anyways so they can recharge here

What? It's just a chunky pistol. It looks nothing like a famas. The ion rifle is a fair point though, but at least that looks like a rifle and you can't shove it in your backpack. Here:

Certain points are a little bit like elements of the gun. The grip is a little bit like a famas, but the famas has that big handle-like arrangement on top, the magazine loading from behind the grip, the long barrel extending, and the stock that you could actually use. Presumably the egun's stock is meant to be extendable in case you wanted more accuracy, or so it can be stored vertically or something. Meanwhile, the sights and stock are a little bit more like an uzi, but the uzi has a curved top and a much thinner barrel shroud than the egun. You can see how the trigger housing mechanism doesn't go below the barrel shroud, and that's not the case in either of the real guns.
In fact, were it not for the stock at the back and the trigger housing mechanism, it would remind me most of the gun from Blade Runner, painted black:

HoPcurity spawns more from the all access, they used to have sec channel on their headsets but that's gone. Cecurity happens a fair bit anyways between telebaton, stunprod and cable cuffs, and we still have CMOs who will hellmix anyone who pisses them off valid or not.
If getting a free gun was all people cared about bartender would always be filled, its usually open or the barkeep is braindead in his backroom twenty minutes into the shift.
I also hardly see how an egun is too powerful, you get just enough shots to kill one person or crit two, where as the cap and hos both have self charging guns AND a backup egun.
