Alternative gang objective

Before we had the tagging system and dominators gang just used to have the objective of killing the other gang heads. However it failed back then because gang just wasn't thought out and there was no way of identifying even your own gang members.
What if we introduced killing the other gang bosses as an alternative objective to complement the current one? Or perhaps with the objective of stealing their gang tool, that way security has an incentive to also arrest and secure the gang tools.
Keep the territory system and all, perhaps introduce an item that in return for a lot of influence points identifies enemy gang leaders or points to the required gang tool.
Crew wins by evacuating.
It would feel more like GANG war and less like gang versus station.
