The department heads need a hood for their cloaks.

The heads already have lumps of some kind on the back of their cloaks, thy not give them the ability to toggle a hood like the chaplain?
Maybe even add a few cloaks for the graytiders, like black, white, gray, camo and tattered black?

I love all of this apart from assistant cloaks. They're rare and valuable and quite possibly magical! (Give the HoP a cloak, definitely, though. And make it fit on Ian.)

I like this. Would it be reasonable to include some function or utility for the cape/hood other than just style and minor protection?

I was kind of the reason they were made in the first place. You are not supposed to be an edgy wizard, but instead a fine nobleman of Bridgelandia.
