Engineer sub-deparments

I think it could be really cool if station engineers, like security officers, had a certain department they'd be assigned, and gain elevated access to. The purpose of this would be to give them each a department they would be tasked with maintaining, repairing, and also building cool upgrades for. Station engineers already spend most of their time outside of engineering doing exactly that, so I think this system would complement their current playstyle quite well by giving them the access needed to easily maneuver the department they'll be doing those things in.
