Change the Extreme cap to the Hard cap on Manuel (unrelated to keeping it)

The Extreme pop cap is a performance tool for usage in maintaining good maptick during high volume, 150+ player situations. It's absolutely not needed for Manuel, and absolutely not going to do anything positive. All it will do is cause people to log into other communities because they can't play /tg/ at reasonable populations.
Capping observers at 10 also fucks up midround rolls but that's secondary to "people can't make characters, watch the round, or be ready for the next round without constantly spamming reconnection attempts during a period where BYOND is fucking down from DDOSing". It also prevents non-maintainer developers from monitoring how their content is performing as an observer; which is the bulk of our contributors, far more than maintainers who happen to have admin perms.
I don't know why y'all thought this was a good idea, but good god, no. Turn that shit over to 70 hardcap and set extreme back to 100 or something.
I know that the auditorium says it was set to 70 back in 2020/2022, but hand on my heart I'm positive MSO/MTO had that shit broken or something and it wasn't taking properly because I've definitely been logging into Manuel above 70 cap for the last 5 years.

I think the servers have gotten good enough to handle a larger number of observers, and I cant think of downsides of raising the observer cap to 100 or 110 or something. Afterwards we can discuss raising the actual playercap (which has much more tangible downsides)

This is slightly wrong. our 60 (70) did actually get hardcapped. I remeber vividly before when it was a 50 (60) cap that there were 59 players, and I was too slow to join in because someone else took the slot. only time it was above was when admins decided to join. and SOMETIMES, this would allow some players to join. IDK why this was the case, but it was possible. it was also possible to have the game disconnect while you were playing, get booted from it, and even though the pop cap was full, you could rejoin no issue. that could ALSO be a reason.

100 is
- Probably never gonna be filled at our current player count.
- A LOT of observers in a round. 30 feels like way too many, especially if players are dying when we have 70 people screwing about in the game.
10 observers allows 10 players to ghost about, including players that have joined the game via roundstart observe, which is about 6-10. that gives us about 20 observers for people to roll midrounds and admins to pick for "fun" events.
What should be done is if you have something test merged or are an active c*der that usually HAS test merges going, you should have a specific role that lets you bypass the cap so they can observe and tweak. Long as its not abused to play the round just because.
Another fun fact. the max players ive seen attempt to pick a ghostrole on manuel with only 2-3 dead players and our average 10-20 observers (AKA: the average first roll without any chaos) was about 8-9 IIRC. this changes with how many people dead.
Our AVERAGE is about 4-5 players attempting to roll a ghost role. increasing the cap means that it may increase the average.
I did some math, and with some average guesstimates based on my observations...

For a 100 extreme count, our average observer count becomes...
22-26 active observers following a multiplicative order of up 2, up 4 for every 10 additional slots added. Technically it should level out at possibly 8, but then ill have to be heading to other servers to gather this data, data I dont wanna gather ATM.
our average FIRST midround roll would be 12-16. 16 being a stretch that generally wont be reached. (Plus my calculations might be a bit wrong on that. It would look more like 8-14 IMO)
this data is only relevant if we had this many players filling it up though. We dont. Its good to consider though since we MAY have these many players around one day if we ever recover from the "Pink Floyd incident"
This could also be completely wrong! Id like to think it is.
