• Enforcing a mandatory worship of some abstract concept (what the hell is a jamborino anyhow?)

• Anything not outrageous enough to make sad men in black-red power armors appear on your doorstep

Security and/or command has to accept it. Lawyers have to form it in a semi-professional way.
It would be shorter than the ic suggestion - no-one would approve or simply obey it otherwise.

For things not covered, officers retain a free hand.
