I would say that you can consider Team Fortress 2 a dead game not because of its online player count (which is pretty high even to this day), but because Valve doesn't release any new major updates for the game starting from 2017 (Jungle Inferno Update) or cares to fix and solve such serious problems like bots, cheaters, matchmaking system and many other problems that really makes the game feel like its in some serious stagnation.

Adding a new cosmetics and doing something against bots is not a major update, but if thats what keeps player's interest in the game for them to keep playing, I guess you can't really judge them for that.
