You could get some cloth, craft a rag, and dip the rag in a chemical of your choice. Come up to someone, aggressive grab and smuggle 'em with the rag. It would alert anyone who can see it, but it would prevent the victim saying anything that isn't mumbled while being smuggled. Honestly I don't think smuggle is the right word for it but it's gotta be close, fuck it you know what I mean.

There are rags and I think they may be able to do something sort of like this but I never really attempted so I could be wrong

yeah you can pretty much already do this with the rags you find in the bar. Just dump a beaker of whatever onto a rag, use it on someone with harm intent and they will instantly ingest whatever was in the rag provided they don't have any mouth covering. They can only hold 5 units though so their use is a bit limited.

Rags are great with zombie powder, instant knockout. I would do it more often if it didn't feel like cheating.

You can also keep one rag in each hand and smother them twice to deliver 10u.

I'd love a more advanced rag that could hold like 10u.
