I suspect it's because some newbie cops have seen others do it and not realize why older players do it.

It's lings. Lings are why. It doesn't stop the majority of ling stuff, but cuff them anyway.

Even if this person might be seemingly a traitor, that doesn't mean it isn't good practice to cuff the corpse. Lings can steal uplinks. It's just something people make fun of since it's so absurd to be paranoid about a dead criminal, but it's actually sound since there is an entire antag that wants you to make that mistake.

Also it stops cultists from summoning the corpse. And cult traitors can be a thing.
