Website github now live

I currently have a github of the website minus forums/wiki up at:
https://github.com/MrStonedOne/tgstation13-website
This includes the bandb web tools. and the server banner code.
Most changes will now end up going thru this.
PRs are welcomed but i might need a nudge on forum pm or irc to let me know to check it since i don't expect to be getting many.
Once i have something more polished i'll start updating a folder in the main tgstation13 github with all of this as well.
