Tally Vote count and maps

Ok so another can of worms is tally vote, alot of the players dislike playing certain maps and tally vote kinda gaurantees that people get put back to back maps they dislike, currently in the rotation we have 8 maps to the 5 we had before, so i was thinking wouldn't tally vote become a problem if more maps get added and how we could tackle this because i get both sides players don't like certain maps whether it may be laggy or they don't like the layout, but they also need to understand mappers have put alot of effort in those maps so hearing stuff like that kinda breaks their mood.

So orginally i was thinking of a system that would have 5 maps in rotation. Then we have 2 maps that are core that would never be switched out (Meta, Delta) because i think once those maps aren't in rotation pop would just die and you could swap out the remaining 3 maps on a weekly basis this way all maps get played while keeping the rotation number low. I am not sure how this system could be implemented or what challenges it would bring or how mappers/coders would think about it but its just a thought that gets brought to my attention, if we have suddenly 10 maps then people have to deal a number of maps before they get to their favorite map for example and i think this is probaly me just stressing about it but i can definitly see it becoming a issue if it isn't adressed in the future.

What are your thoughts on this?
