0 (optional, context-dependent): Ask them what happened / what'd they do that caused the tox damage to accumulate. If they've got an answer that makes sense skip directly to treating that issue first- overdrinking might mean liver's wrecked, fighting spiders definitely means liver's wrecked, if they chug jugged welding fuel then it's just a lot of toxins in system.
1: Identify whether patient is a slimeperson or otherwise would be injured by toxin healing
2: Identify whether patient's liver is intact. Health analyzer'll do this for you, but in a situation where you're able to tell that they're taking more toxin damage but you *don't* have an analyzer to determine why, you can purge all chems in their bloodstream to check. 5u potassium 5u water, injected one at a time or through patches. Clears the whole bloodstream w/ no explosion to deal damage to patient or doctor.
3: Bloodstream is purged, apply cold seiver and epinephrine and multiver. If their tox damage slows or reverses then their liver is intact, if there's no effect from the tox healing it wasn't.
4a: Liver was not intact, strap to stasis bed and perform liver repair surgery / replace liver with organ manipulation + printed new liver. If no stasis bed on hand work fast. Then go to 4b.
4b: Liver was intact. If they're still taking toxins despite having 6.5 tox heal/cycle something's seriously gone to shit & if it's not immediately visibly apparent (eg: radioactive) then put them on a stasis bed and get whatever you need to identify how things have seriously gone to shit. If it's reversed then just apply chems until healed.

I use my analyzer (that I found in maints) on the patient, they fall unconscious an get back up shortly thereafter and starts screaming so I muzzle him and then he tries to run so I put him into a straight jacket. Later security rushes into my run-down maints medbay and start blasting me with their blue piss and I drop down in disgust while they drag me to the brig and I explained I was simply healing this man. So anyways I get executed for bogus claims such as "EOTC" and "Kidnapping" and "Dereliction of duty".

Actually, romerol itself doesn't cause toxin damage. Romerol, no matter how it ends up in the body, creates a benign tumor that will sit there doing nothing until the patient eventually drops. It is only zombie bites and scratches that create the malignant form of the tumor that actively tries to kill the patient. Furthermore, this benign tumor prevents the formation of a malignant tumor, meaning you WANT to dose yourself with romerol should you be carrying out a zombie outbreak as it'll inoculate you from dying as a result of stray bites or scratches.
