Make heads possible antag with a station trait

Move the current behavior where all heads besides Cap and HoS can roll for antag (and a roundstart stun baton and possibly all access) into a station trait instead.

This seems like an acceptable compromise between disabling antag heads (outside of conversion) and keeping the current behavior of Acting Captain Ascended Heretic.

The station trait could also leave bloodstains in departments/offices when they weren't there before, or something like that, if the Acting Captain does end up an antag with this trait.

This isn't a policy suggestion
Head admins can neither prevent you from submitting this change as a PR if they do not want it, nor get it merged by agreeing that they would like it

This feels like a policy issue with a code solution, so I do not oppose having a policy discussion for it.

I understand that there's a thread proposing that command doesn't get to roll for antagonist outside of conversion. I didn't see anywhere in the thread where there was a complete discussion around having this behavior changed to a station trait instead.

It would be relatively simple to implement as a code solution I agree with that, however it would have enough of an influence on any given round that there would likely need to be a policy discussion alongside this theoretical code implementation.

I'd rather have the policy discussion before I took to the arduous task of writing 15 lines of code to implement it.

No point making this policy discussion - if the codebase wants to merge the PR, they'll merge it.

However, all three headmin stances on it are clear, we support command staff being antags and support not supporting measures to make command staff antags less often or more exclusive.

Accordingly, you are not going to get any headmin pressure on the codebase to merge this. If they wanna merge dumb shit that makes the game worse though, that's their prerogative. (Spoiler, as a maintainer I'd block this for other gameplay and game design reasons. I highly doubt I'd be the only one opposing it.)
