It does apply to both in-game and discord bans. After reading your appeal, I noticed that Omega does not state a re-appeal date, so I would default to those 12 months; however, do keep in mind that it's ultimately up to the banning admin to decide how long you have to wait before re-appealing.

12 months for all permanent ban reappeals regardless of where the ban originated from, unless the admin specifies otherwise.
