Disable the MRP server interview

There isn't always admins on to check and accept the interviews, and I think MRP should be easily accessible without having to fill out a form to join

fwiw, the interview is only a thing for if you have under something like 2 hours of playtime, and as far as i'm aware, it's not enabled on all servers.

it's a very good tool for screening evaders/griefers, but also to talk to new players and help them into the game.

No. I don't care if people get bounced out of Manuel because of the interview getting missed. These things happen, and the process does serve a purpose. They can play on our other servers to get up their playtime and still experience the game in the meantime.

This is a no, it's disabled whenever it has a reason to be disabled and is enabled when there are griefer waves and such.
