he means have it in a separate species in the character menu, rather than ears and tails being "accessories" for the human species

Not true. They are non human only through policy. On character creation you add ears and tails to a human, you don't pick cat person specie from list. In game cat people appear human on health scanners, in medical records and such. It got me in trouble as AI, when I wanted to punish a cat, and it was only human wearing plastic ears. You have to check sec records photo or medical photo to make sure person is really a cat.
