The CMO shouldn't be the one venturing into space to retrieve bodies, delegate that shit to MDs or shit even engineers
The HoS I guess is fine with a spacesuit but it's more an armory thing

CMO and RD don't really need a space suit for their jobs although I can see the arguement for giving scientists a hardsuit (bomb testing). The HoP definitely does not need one because his job is to change IDs and manage two departments that don't even involve working offstation. You usually see them walking around in EVA suits anyways because they have all access and think they're good at powergaming by running around 24/7 with an EVA suit when they're really not because suits give a slowdown lol.

RD and CMO should have theirs taken away and their depts given 2 appropriate replacement suits (in case one gets destroyed/stolen)

Medical should get a suit that lacks an exosuit slot for tank storage. No armor. It's for emergency rescue of people who have expired outside the confines of the station. It should probably also have no movement slowdown for its purpose.

Toxins should get 2 suits that work like the syndie hardsuit in that they have 2 operating modes. Mode 1 is normal spess suit mode, mode 2 turns on electro-plating giving it the 100% bomb dmg resist. If electro-plating is on, then the user takes double-space from lasers/disablers, due to a forced discharge of the capacitors. The toxins suit can retain the built-in bomb, research, and reagent analyzer along with welding/flash protection.

The science hardsuit's armor should be at the level of the EVA suits in... EVA. Science is harder to moonlight into, so this can be a higher tier reward for doing so.

These are correct. HoP can easily get a space suit from EVA, but does not need one otherwise. I mean, I like hardsuits as much as the next guy, but come on now.

RD and CMO hardsuits should stay, but truth be told, RD and CMO should just give them out to whoever is on Toxins/Space EMT duty. One issue with that idea however is that you need to be confident that whoever is entrusted with the suit will return it once they're done, or once the RD or CMO needs it, and well, no one ever is going to willingly return any equipment of this kind.

people in this thread have even given good reasons for other heads that aren't the CE to have theirs removed - why should the HoP get one? what does his job need a hardsuit for?
