It already does, the issue is that asimov and antimov look near identical in wording at a glance. You get the law update message even if someone slots asimov/reset in and you'e already running asimov-basic so you can't really rely on the law update alone to know if your OS is different. I've been antimov'd once or twice and I usually dismiss it at first as someone trying to reset me. Like, just glance at the following two sets and you'll see what I mean:-

Law 1: You may not injure a human being or, through inaction, allow a human being to come to harm.
Law 2: You must obey orders given to you by human beings, except where such orders would conflict with the First Law.
Law 3: You must protect your own existence as long as such does not conflict with the First or Second Law.

Law 1: You must injure all human beings and must not, through inaction, allow a human being to escape harm.
Law 2: You must not obey orders given to you by human beings, except where such orders are in accordance with the First Law.
Law 3: You must terminate your own existence as long as such does not conflict with the First or Second Law.

If anyone in engineering is an antag, you get a loose engine roundstart and there's nothing that you can do about it, and once it's loose it can't be stopped and is an instant shuttle call.
Sometimes the engineer doesn't even have to be antag and will still loose it.

HoPs using the Captain's announcement. Anyone but the Captain using the Captain's announcement for that matter. HoP's ability to give literally Captain-level access is kind of bullshit.

HoPs are terrible to begin with. They are mostly handy when you need to get extra access or to change your assignment, but when they do anything but that, they might end up being no better than an assistant with all access. I'd trust security more with that power. There is some code of conduct expected from security. While the HoP is entirely free to disobey Captain's orders, open 20 Clown slots and then fuck off after giving the existing Clown all-access.
