Anchored Gavel Block

Seriously, why was the Gavel Block manually edited on the map to be Anchored? Thats just shit. Whats more shit, it was apparently a stealth edit in a PR, since not any mention of it can be found anywhere. The closest I could come with git-blame was that it was Steelpoint who did it, yet the PR makes no mention of it.

It's because you're supposed to use it in the courtroom, not run around banging gavels in the halls. That's contempt of court there.
