I think Flare Gun should
A. If shot at a person, set them on fire along with minor brute damage.
B. If shot at the floor/wall/etc. display the flare on the ground (lit with light emitting from it)

Very active and handles situations perfectly. ERRRR!

Fails to get both sides of stories before banning, bans without checking any logs, bans off of hearsay, and has shown to make many mistakes which overall prevent players from playing.
