If you buy a dumb shuttle every once and a while and people attack you and you kill them you won't be banned.

I think you vastly underestimate the number of assets you'd need to be able to do that.

I don't think an infinitely refreshing spellbook is really the same as "you finished the vault so now biotech techwebs are unlocked next round"

We need to figure out how to make station goals worth doing at all before we add more.
It doesn't make sense to work on a long term goal if by the time you finish it the round will reset and erase your prize (or all the antags will be dead and you'll have nothing to use your prize on)

It'll also help with the paranoia factor of "if you mess up to prepare for a ban" sort of sense that players get whenever they try to experiment onto a ss13 round.

I think even VR away missions or arenas ultimately miss the point of SS13 as well. You lose out on the narrative, creativity, "consequences" etc and just kill things.
