Outside of letting players get more TC if they so choose with final objectives and certain items being locked behind timegates, isn't progtot exactly like old tot now? Wouldn't a reversion to old tot with timegates just be what we have currently without the ability to gain TC?

OK let's be real here, xenos are still an oh fuck antagonist after the changes I made. Xeno's main issue is the fact that crew calls the shuttle as soon as soon as a single xeno is spotted when its way more fun to let it play out.

The split made space for two types of players unified Sybil didn't, the wordless NRP guy and the stereotyped "Nothing should be able to kill me unless I consent" player. They both suck

Maybe if you believe these people still want to play SS13, you should make the LRP equivalent of Wallstation and see if you can recapture the magic under oversight you find more agreeable.

Making code changes to Space Dragon is always a weird thing, because the different servers perceive them almost on opposite side of the power spectrum. It's been almost or over a year dude, I'm surprised you don't remember but we've removed maps in the past for being unpopular (Birdboat being one of them!). Unlike Tram, I don't think Birdshots going to get a massive overhaul that changes the overall public opinion anytime soon.

Just remove Birdshot from sybil rotation or remove weighted voting. Players (the ones who actually play on the map) have shown great discontent with both of these additions, so maybe appealing to them somehow might actually help the situation? I pretty much agree with Anne's take wholesale on this one, I find it pretty much aligns with what I posted initially. Heretic sucks and ought to be changed, but for the sake of not being handholdy enough, especially for less seasoned players, as opposed to making it any harder than it is now.
